Qiao-Mei Liang is Professor of the Center for Energy and Environmental Policy Research at the Beijing Institute of Technology. Gang Wu is Director of the Division of Business Administration in the Department of Management Sciences at the National Natural Science Foundation of China. Hua Liao is Professor and Deputy Director of the Center for Energy and Environmental Policy Research at the Beijing Institute of Technology.
