Brewer-Carías, on Political Change and Consolidation of the Rule of Law in Venezuela 1958-1998, which is published as Volume III of the Treaty of Constitutional Law Collection, refers to the process of political change and consolidation of the democratic and social State of law that developed during the Venezuelan democratic period that began in 1958 on the occasion of the pact called Punto Fijo, through which the democratic political parties agreed to consolidate a democratic regime in the Latin American country that then it was the least tradition in Latin America. The text of this volume of 1162 pages, is made up of the five books of the author, published between 1975 and 1988 and exhausted for years, in which were written their reflections written successively from 1972. The First Part of the volume is the text of the book Political Change and State Reform. Contribution to the study of the democratic and social State of Law, written in Cambridge, England, between 1972 and 1974, published in 1975 by Editorial Tecnos de Madrid in 1975. The Second Part, is the text of the book Politics, State and Public Administration that with which Rafael Caldera's prologue was published in Caracas, 1975 by the Editorial of the Ateneo de Caracas in joint edition with the Venezuelan Legal Editorial. The third part, is the text of the book State. Crisis and Reform, which with prologue by Arturo Uslar Pietri, edited the Academy of Political and Social Sciences, in Caracas in 1982.
