About the AuthorJohn S. Shilshi is a retired IPS officer of Manipur cadre. He served in Manipur from 1990 to 2000 when the state was one of the hottest theatres of conflicts in the region. Trained in Counter- Insurgency and Counter-Terrorism, he led the elite civil police commando unit from 1992-2000. He served in the Intelligence Bureau from December 2000 - February 2016, and in the National Security Council Secretariat (NSCS) from April 2016 - March 2018. He is a recipient of three Gallantry Medals, a Medal for Meritorious Service, and a Medal for Distinguished Service from the President of India. He edited a book, Bonds Beyond Border, a project of BP Koirala India-Nepal Foundation in 2008. He writes for various newspapers and news portals on security and social issues.
